few things i found when using windows 7 was

http://localhost/phpmyadmin didnt always work so try using http://127.0.0.1/phpmyadmin/

this was also the case for calling created folder i had to use 127.0.0.1

Or http://[::1]/phpmyadmin, if IPv6 is setup.
